Fallout New Vegas 'If I Could Make You Care' Problem?

Earlier in the game I completed 'That Lucky Old Sun' and chose to give power to the strip and camp MCcarren, Now I want to find the Rangefinder for the quest 'If I Could Make You Care' but I already told veronica that I did not power the weapon,If I go back to Helios 1 and activate it, Will it give me the option to choose to find the Rangefinder?...Or will it just kill the NCR for no reason...?
