Should we sudsidize homeless people because of their small carbon "foot print"?

With all the talk of reducing one's carbon footprint...I hear Al Gore is paying someone to buy their reduced footprint so "his" total is less (sounds like a huge F'n scam to me). But it made me think the homeless should start a campaign to sell their reduced footprint to those of us that drive cars and live in houses, eat out, travel, go on vacations, etc. Can I start a business and get a fee and somehow get rich off this idea?
