Should i just move on?

i meet this girl on new years and its going great we got to know each other from texting but i ask her for a date four times on the weekends. she said she was busy for the first one next weekend she had midterms and had it to third one she said she got home cause she had to drop off her drunk friend home last week she said she had to get her pport book and i ask her why is she so busy ad she said im not the only one how could file for a complaint i text her every other for example mon then wed but when i don't text her she will text me at 10 or 11 at night and ask if i was ok and were both in high school and we don't go to the same school
